“An aggravating factor was added to the baseline amount, as William Healy is a professional accountant and has extensive experience with political financing, having been an official agent in over 100 various electoral campaigns between 2004 and 2021,” it said.

Two of the fines relate to Healy’s work as the official agent for Jay Shin, the Conservative candidate in Burnaby South in the 2019 election.

Healy was fined for failing to pay a claim, and failing to provide an updated statement of claims, in relation to 12 unpaid claims totalling $9,080.

The commissioner said Healy has a history of non-compliance for similar violations.

He was also fined for failing to return on time contributions that exceeded the maximum limit while serving as the financial agent for the Victoria Conservative Association and the Port Moody-Coquitlam Conservative Association.

The Canadian Press has reached out to the Conservative party and the riding associations for comment but has not heard back.

On Thursday, the elections commissioner’s office said it issued 11 fines to various individuals and organizations in July, bringing the total for 2025 to 42 fines. Healy’s fines were issued in March.
